Cannot delete file in dos

At every level, the properties tab either says "You must have Read permissions to view the properties of this object" or "You do not have permission to view or edit this object's permission settings. In addition to trying command line prompts and changing permissions, I've tried outright deleting it, signing in to a secondary account, moving it to a folder and deleting the folder None of these have worked.

However, the original file deleted itself after some time. I have no idea why. But the same problem is happening again with another file. On doing so I am getting the error as folders B and C cannot be accessed as they are being used by some other process.

Howevere files F1, F2 and F3 have been deleted by the above command. If I again execute the above command then the fodlers B and C gets deleted but A remains. On executing the command for the third time, folder A also gets deleted. Same scenario works fine on another machine in just one attempt.
